In the North East of England we call people like this a black cow. If you say you have a cow, their cow is blacker than yours.
Sounds like onupsmanship. No matter what you tell, the oneups person can tell a better one.
Very funny. I believe I lived through the depicted character at a recent holiday get-together. Ugh.
